Ukraine harvests 41.4 million tons of grain

Ukraine as of November 26 harvested 41.4 million tons of grain and leguminous crops from an area of 14.6 million hectares (99.4% of the forecast), with an average yield being 28.4 metric quintals per hectare (31.1 metric quintals per hectare last year), the Ukrainian Agriculture Ministry said in a statement.

According to the statement, farmers harvested nearly 12 million tons of corn from an area of 2.6 million hectares (98% of the forecast), with an average yield being 45.9 metric quintals per hectare (50.6 metric quintals per hectare in 2009).

Ukraine also harvested 7.15 million tons of sunflower seeds from an area of 4.4 million hectares, with an average yield being 16.1 metric quintals per hectare (15.8 metric quintals per hectare last year).

As of November 26, farmers harvested 1.7 million tons of soybeans from an area of 1.036 million hectares (99.5% of the forecast), with an average yield being 16.1 metric quintals per hectare (16.3 metric quintals per hectare last year).

The sugar beet harvesting campaign is ending. Farmers harvested 14.7 million tons of sugar beets from an area of 492,000 hectares (99.5% of the forecast), with an average yield being 299 metric quintals per hectare (316 metric quintals per hectare in 2009).

Licensing of wholesale trade in sugar can be abolished in Ukraine

The Verkhovna Rada adopted as a basis amendments to the Law "On State Regulation of Production and Realization of Sugar" (regarding licensing of wholesale trade in sugar).

The law initiated by the Cabinet for consideration in the Parliament provides for reduction in the types of economic activities that are subject to licensing by way of abolishment of the norm of this law regarding licensing of the wholesale trade in sugar.

Russia ready to buy grain abroad, make interventions on grain market

The Russian government is ready to buy grain abroad and make interventions on the grain market, Prime Minister Vladimir Putin.

“I have come to agreement with my colleagues from the countries that were not affected or were least affected by the drought, and at my request these countries have set aside the necessary amount of gain for Russia’s needs,” the prime minister said on Monday, November 29, at a meeting on assistance to agricultural producers who were affected by the drought.

“If need be, and if we see that prices are growing, we will invoke these agreements and direct additional volumes of grain to the Russian domestic market,” Putin said.


Ukraine: soybean and rapeseed production to reach sunflower production volumes

In 2010/11 MY, Ukraine will be the world leading producer of sunflower seeds (7.2 mln tonnes) and sunflower oil (3.1 mln tonnes).

The forecast was announced by Stepan Kapshuk, the General Director of the Association "Ukroliyaprom", during his presentation on the Conference “Fat-and-Oil Industry - 2010” in Odessa on November 25. At the same time, the speaker noted that Ukraine is still sunflower oil export volumes leader – 2.6 mln tonnes, or 65% from the world export volumes.

The Head of the Association noted that though sunflower is the most profitable crop, during the last three years the country increases rapeseed and soybean production volumes.

Thus, according to the forecast, rapeseed general production in Ukraine in 2010/11 MY will total 1.429 mln tonnes, the exports – 1.4 mln tonnes. In 2010/11 MY, soybean production volumes will exceed the level of 1.6 mln tonnes. Soybean export volumes will total 400 thsd tonnes. At the same time, according to S.Kapshuk, in the nearest future it is possible to expect that these two crops production volumes can reach the level of sunflower seed production volumes.

In total in 2010/11 MY in Ukraine the general production volumes of the major oilseeds will exceed the level of 10 mln tonnes, meanwhile the domestic processing capacities total 9.7 mln tonnes as of 01.09.10, and 10 mln tonnes are expected for the beginning of 2011. The country continues increasing the capacities, stated the Head of the Association.

According to S.Kapshuk, in the current MY the major challenge for the fat-and-oil complex of Ukraine is the constant promoting of the issue about the possibility of quotas imposition and sunflower oil export licensing, and also the possibility of sunflower seed export duties cancellation during the signing of the Agreement about the creating of the zone of free trade with the European Union.

Ukraine. Farmers finish winter crops sowing

Winter cereals were sown by all categories of farms on an area of 8.3 million hectares as of November 26. This year, the acreage of winter crops is 10-12% higher than the average over the past 6 years.

In particular, as the Agriculture Ministry reported, winter wheat was sown on an area of 6.65 million hectares, rye on 0.323 million hectares, and barley on 1.221 million hectares.

According to experts, the structure of grain acreage for the 2011 harvest will be adjusted depending on the actual area of winter crops and their hibernation, due to optimization of spring crops - expansion of acreage, primarily under corn and late cereal crops.

Over the past 5 years, the area under grain crops stabilized within 15-15.5 million hectares, or 55%-57% of the acreage that is fully consistent with science-based recommendations; including winter cereals in the range of 8.0 million hectares and spring cereals 7.0-7.5 million hectares.

Russia: grain export ban to be justified
According to the analysis, the decision about grain export ban imposition was accepted just in time, otherwise as of the beginning of December 2010, almost 12 mln tonnes of grains could be exported from the country, stated Victor Zubkov, the First Vice Prime-Minister of the Russian Federation, on November 29 in Moscow.
According to him, taking into account that grain production volumes in the country totaled 60 mln tonnes only, grains deficit and the prices increase would be sensible.
According to V.Zubkov, to date there is rather acceptable grains prices level – from 6 to 6.5 thsd RUR/t. But the problem is that grain stocks are distributed on the market unevenly. Grains surplus is in the south regions, and totals 10 mln tonnes, but in October 2010 the regions supplied just only about 400 thsd tonnes to other regions of the country. Due to the fact, the Minister underlined that it is necessary to reach the free grains move on the market. Meanwhile, the Minister reminded that the Government considers the offer about the prolongation of the reduced tariff for railway grains transportation to the regions, suffered from the droughts, till July 1, 2011.
But to date, grains supplies from the southern regions are delayed, due to the registered incidents of African swine fever.

Ukraine and Russia did not sign the contracts for maize supply

Ukraine and the Russian Federation still have not signed the contacts for Ukrainian maize supply on the Russian market in accordance with the previously arranged agreements, stated Nikholay Prysiazhnyuk, the Minister of Agrarian Policy of Ukraine, on November 16.
The Russian party still works out who will import maize from Ukraine – United Grain Company or the direct consumers, said he.
According to him, Ukraine is ready for the future contracts signing. At the same time, the Minister assured that if the contracts become signed, then only under the conditions of maize supply at the market prices.
At the same time, the experts of food market look with caution to the plans for purchasing of 2 mln tonnes of maize in Ukraine and stated that it is a clumsy assistance.

Ukraine: Verkhovna Rada to call back the Law Project about quotas selling at the auctions

Ukraine will not realize the auctions for grain export quotas selling, due to the fact that the people's deputy Grigoriy Kaletnik, the author of the Law Project, called the document back.
According to him, there is no point in the auctions, due to the distribution of almost all the quota volumes of grains between grain traders, or should be exported, according to the Intergovernmental agreements.
Taking into account the distributed quotas by the Cabinet of Ministers, and also the Intergovernmental agreements of Ukraine for grain supplies to other countries, it will be impossible to export over 0.5-1 mln tonnes due to the current crop volumes, stated the people's deputy and added that there will be no volumes to sell at the auctions.
As a reminder, the Law Project #7230 dd. October 7, 2010, was introduced for consideration by the people's deputy of Ukraine, by Grigoriy Kaletnik, the Head of the Profile Committee on the Agrarian Policy and Land relations issues.
On November 2, 2010, the Verkhovna Rada of Ukraine accepted the Law Project #7230 as the base during the first reading.
Previously, Nikholay Prysiazhnyuk, the Minister of Agrarian Policy, stated that during the second half of the current MY Ukraine will be able to export not more than 5 mln tonnes of grains, and the export quotas validity term will be possibly prolonged till the end of the MY (July 1, 2011). The Cabinet of Ministers imposed wheat and rye-wheat mixture (meslin) export quotas at the level of 500 thsd tonnes, maize – 2 mln tonnes, barley – 200 thsd tonnes, rye and buckwheat – by 1 thsd tonnes till the end of December 31, 2010.
At the same time, previously Boris Kolesnikov, the Vice Prime-Minister, stated that the Government will accept the decision to sell the quotas in the auctions. According to him, in the case, all the volume could be purchased by the Japanese enterprises, announced their interest in such situation development during the visit to Ukraine. Victor Slauta, the Vice Prime-Minister on the Agrarian Policy, and Nikholay Prysiazhnyuk, the Minister of Agrarian Policy of Ukraine, were against quotas selling at the auctions. They stated that the principle may be imposed only in the case of changing the current legislation, and insisted on the quotas distribution in accordance with the historical principle.

Ukraine to forget about own futures market

It is useless to talk about any serious and real futures bargains on the grain market of Ukraine, having so colossal risks due to the Government unpredictable actions on the market, stated Sergey Stoyanov, the General Director of Ukrainian Agrarian Confederation, while talking about the forward and futures instruments market prospects in Ukraine.
We should forget about the futures market at all, underlined he. Of course, with all the negative consequences of the condition for Ukrainian grain producers.
